Threat
Globally, there are over 8,500 wrecks classified as ‘potentially polluting wrecks’ (PPW), mainly originating from World War I and II, containing oil, chemicals and munitions.
Project Tangaroa aims to develop a global framework for assessing and mitigating the risks of potentially polluting wrecks (PPWs) by 2028. This international effort focuses on establishing standards and protocols in collaboration with various stakeholders to protect our oceans from the imminent threat posed by these sunken vessels. This global framework aims to partner foundations, such as Major Projects Foundation, with other international partners, with the direct aim of Near and Long-Term Assessment, Intervention and Sharing of Data for Potentially Polluting Wrecks.
Objective
The primary goal is to address the risk of pollution from WWII-era shipwrecks, which are deteriorating and pose significant environmental and economic threats. The project seeks to prevent catastrophic pollution events and minimise their impact on marine ecosystems and coastal communities.
Outcomes
Development of International Standards
The project will create a standardised approach for assessing and classifying PPWs, considering their environmental, social, and economic impacts.
Enhanced Research and Technology
Expanding current research programs and reviewing existing methods and technologies for PPW assessment and intervention are crucial components. Identifying gaps and innovating solutions will ensure more effective management of these wrecks.
Global Collaboration
Increased cooperation between nations, stakeholders, and organisations is essential for managing the cross-border issues associated with PPWs. This includes sharing data and incorporating PPWs into national and international marine spatial planning.
Funding and Support
Opening funding pathways and support from governments, foundations, maritime stakeholders, and finance providers will facilitate comprehensive PPW management. This financial backing is crucial for proactive and sustained action.
Key Project Activities
Project Tangaroa aims to develop a global framework for assessing and mitigating the risks of potentially polluting wrecks (PPWs) by 2028.

Comprehensive Assessment
The project will conduct thorough assessments of PPWs using state-of-the-art technology to map and analyse the condition of these wrecks. This data will inform targeted interventions and remediation efforts.

Stakeholder Engagement
Engaging with a wide range of stakeholders, including governments, environmental organisations, and the maritime industry, to foster collaboration and develop effective strategies for PPW management.

Awareness Campaigns
Raising awareness about the dangers of PPWs and ensuring that this issue remains high on national and international political agendas is critical for mobilising action and securing long-term solutions.

Why It Matters
Marine pollution from PPWs is a global issue that affects biodiversity, coastal ecosystems, and human health.
If left unaddressed, the economic costs and environmental damage will be immense. Proactive management of PPWs is not only more cost-effective than reactive measures but also essential for achieving international targets such as the UN Sustainable Development Goals and the UN Decade of Ocean Science.
Join us in our mission to protect the marine environments from the hidden dangers of potentially polluting wrecks. Together, we can ensure a cleaner, safer ocean for future generations.
